Founded in 1984
Inspired by John Stott’s conviction that our sisters and brothers in the Majority World must have opportunities to equip themselves and assume church leadership in their homelands, two of Stott’s study assistants and a close friend (Steve Hayner, Mark Labberton, and Tom Cooper) founded the Christian International Scholarship Foundation (CISF) in 1984.
Rather than send missionaries and teachers from the West, CISF sponsored proven Majority World leaders to obtain advanced theological education, mostly at USA seminaries, and then return home as highly respected and effective Christian leaders.

President of Fuller Theological Seminary
1984 to 2010
CISF focused increasingly on regions of greatest opportunity and need: Africa, China, Brazil, and the Middle East. Since 2001, we have also supported strategic theological institutions in the Majority World as they initiated their own doctoral programs, often led by faculty who had received CISF scholarships for their advanced education.
2010 to Present
In 2010, CISF was rechristened ScholarLeaders International to reflect our expanded programs, which encourage lifelong professional growth, support new ministry initiatives, provide more prominent global platforms for the voices of Majority World Christian leaders, and cooperate with theological institutions in the Majority World to create strategic plans for sustainability. ScholarLeaders increasingly collaborates with like-minded organizations to enhance the impact of our work.
